Drought Financing Facility Consultation
Join us in shaping this new mechanism to manage the risks of drought to vulnerable communities in Pakistan.

The Start Network Drought Financing Facility is an NGO-led network of national facilities, which aim to enable faster and more coordinated response in major emerging drought situations. Pre-positioned funding will be distributed to national groups of Start Network frontline NGOs, prepared and ready to scale up drought mitigation activities to protect communities at risk.
The planned impact of this facility is to shift humanitarian response away from its current reactionary ‘begging bowl’ model of voluntary contributions to an anticipatory one - enabling early, preplanned and pre-financed interventions that save lives, livelihoods and costs.
Underpinning this mechanism is:
- SCIENCE-BASED RISK MODELLING to understand and quantify the risks of drought in our areas of operation
- CONTINGENCY PLANNING that outlines what drought mitigation activities will be carried out when and by whom under different crisis scenarios, thereby facilitating a more timely and coordinated response
- PRE-POSITIONED FINANCING to deliver response plans, including innovative insurance mechanisms that automatically release funding based on pre-defined triggers of emerging drought
This consultation event seeks inputs and recommendations from Start Network members and key stakeholders, especially those related to management as well as technical assistance.
