A national Start Fund
Start Fund Bangladesh
Start Network is working towards a decentralised model of national and regional hubs. Hubs will manage their own funds and local and national NGOs will have direct access to funds. The first pilot of this way of working is the Start Fund Bangladesh, which over the course of four years aims to put more support and funding in the hands of national and local responders.
About Start Fund Bangladesh
The Start Fund Bangladesh is a £10 million rapid emergency response fund created by the Start Network in 2017 with support from UK aid from the British people. Modelled on the successful Start Fund that activates funding within 72 hours of a crisis alert, filling a crucial gap in global aid funding. The fund is accessible to both national and international member NGOs operating in Bangladesh to respond early to under the radar emergencies.
The Start Fund Bangladesh mechanism aims to evolve and extend to bring it yet closer to a national context. While retaining the core principles informing the Fund’s ethos and design, the Start Network can transform how NGO emergency response in Bangladesh is reliably financed in the first hours and days of a crisis.
As of September 2018, Start Fund Bangladesh has been among the first responders to address seven small/medium emergencies, reaching around 0.2 million people with cash, hygiene materials, hygiene promotion and other supports through awarding more than £2.16 million to 14 of its member agencies and their partners.

THE PURPOSE OF START FUND BANGLADESH
- The Fund will establish a nationally managed pooled funding mechanism that supports local actors or agencies, best placed to deliver needs-based, timely and effective humanitarian response, adhering to humanitarian principles.
- The Fund will strive to install a collective ownership of local actors over the Fund management while expanding the number of local actors and agencies and their participation in strategic decisions about humanitarian programmes and their direct access to funds for humanitarian response.
- The Fund will facilitate a learning environment that understands and respects the respective strengths and weaknesses of its member agencies; and inspires their collaborative advantages. It will harness better systems for equitable communication among diverse actors and promote collective accountability through standardization of processes, indicators and reporting throughout the network.
- The Fund will strategically engage with the Government and other relevant stakeholders to mobilise diverse resources and leverage the Government’s efforts for timely and effective humanitarian response while maintaining its independence to act as the voice of civil society.
- The Fund, through its research, learning and advocacy, will strive to establish itself as an effective alternative for receiving humanitarian funding from diverse donors, while keeping in view the sustainability and scalability of the mechanism in a changing humanitarian landscape.
