RFP | Developing Guidance for Evidence Based Decision-Making for Start Network’s Global Risk Pool
Apply hereWhat is the purpose of the consultancy?
The purpose of this consultancy is to provide a decision-making framework for the Start Ready Governance Committee which can be used to structure Start Ready funds across all countries and risks.
This framework will include a list of key variables that the Start Ready Committee should consider when they allocate funds, including data sources and a practical guide for the structuring process itself (i.e. how and when to apply it considering technical modelling work). This should ensure that Start Ready is able to pool funds effectively and with greatest humanitarian impact in order to rapidly disburse prepositioned funds upon forecasts of hazardous events, to enable Start Network members to implement anticipatory and early response activities aimed at mitigating crisis impacts.
The consultant will provide both a written guidance document and will present the guidance to the Start Ready Governance Committee as well as the wider Start Network Crisis Anticipation and Risk Finance team.
What is Start Ready?
Start Ready is currently in its third year of operation. Start Ready provides pre-positioned, pooled funding to support national stakeholders in acting earlier for predictable crises. This typically includes:
1. Scientific modelling for forecastable hazards, and pre-determining thresholds / triggers to release funding based on severity of the hazard and impact on communities.
2. Contingency planning that brings together relevant stakeholders to design and coordinate relevant activities for different impact scenarios and triggered events
3. Pre-positioning financing to ensure that when triggers are activated, funding is disbursed faster to implementing organisations to conduct activities before the peak of the crisis.
