Madagascar Start Ready Drought Programme Evaluation

On the 12th February 2024, the Start Ready Madagascar system triggered for drought with a mid-season trigger at the end of growing season in July, anticipating poor performance of agricultural harvest based on current growing patterns. Since this was the first time Madagascar’s drought system under Start Ready was triggered in Madagascar, Start Network is looking for a consultant to conduct an independent evaluation of the intervention to identify outcomes and key lessons learnt to inform programme improvement and future strengthening of the DRF system. The research questions for this evaluation will include:

  1. What were the intervention outcomes for the people reached (especially, in relation to negative coping mechanisms and food insecurity, i.e., were these reduced?)?
  2. What have we learnt about what has worked well or less well about the DRF system and the delivery of the project? In particular, how timely and appropriate were the interventions?
  3. What was the economic impact of the intervention (i.e. cost savings for affected communities, protection of assets and livelihood) and cost effectiveness of the project, compared to humanitarian / emergency response?
  4. What is the value of Start Network’s contribution in this context?

The review should include: Desk review, Key informant Interviews, and engagement with affected populations.

Expected deliverables: a written report and a presentation of findings. Deadline to apply is on the 5th July 2024.
