RFP: Locally-led Anticipatory Action

The goal of this evaluation is to ensure that the anticipatory action (AA) systems being developed in Start Funds/Start Ready are inclusive of local NGOs and local actors in terms of decision-making, accessing funding, and managing the project cycle. Additionally, it aims to understand how this inclusivity can be achieved in both hub and non-hub countries. The review will produce recommendations for Start Network programmes to adapt its processes and service offer to members to increase local access to funds and understanding for anticipatory action. The research question will include:

  1. How can Start Network better support and facilitate locally-led anticipatory action initiatives?
  2. What challenges and barriers do local and national NGOs face in implementing anticipatory actions?
  3. What are the strengths of local and national NGOs, and how can these strengths be leveraged to enhance their role in anticipatory actions?
  4. What gaps are experienced by hubs not currently engaged in anticipatory action programs, and what approaches can be taken to engage and support these hubs more effectively?
  5. Is the current service offering, including small grants (Analysis for action grant, anticipation tool grant) and the FOREWARN expert group, adequately designed to meet the needs of local and national NGOs?

The review should include: Desk review and Key informant Interviews.

Expected deliverables: a written report and a presentation of findings. Deadline to apply is on the 15th July.
