RFP | The Independent External Evaluation of Start Fund: Measuring the impact of locally led action

Locally led action has been at the centre of the humanitarian and development discourse over the last decade and has been at the forefront of the Start Fund evaluation and research efforts since its inception. However, there continue to be evidence gaps on locally led action on whether and how localisation is contributing to more effective, efficient, and equitable delivery of humanitarian aid.

The current evaluation will provide the Start Fund with an opportunity to develop metrics to measure these aspects of locally led responses and it will hopefully be valuable to the humanitarian sector as a whole, with a view to start building an evidence base on the contribution of locally led action in emergency humanitarian settings.
