Acting prior to a predictable hazard in order to safeguard lives and livelihoods, to reduce human suffering and losses and damages, is a faster, more efficient and more dignified response.

In recent years, anticipatory action has gained significant momentum and there is a growing consensus that given the increasing availability of risk and forecasting information, it is unacceptable to continue to wait for hazards to impact communities instead of acting before humanitarian needs manifest.
