Going the extra mile: Bangladesh Localisation Review

The Start Fund Bangladesh started operations in April 2017. To date the fund has provided emergency response in three crises, with 45 day programming to meet the most urgent humanitarian needs. 

The Start Fund Bangladesh is a pooled fund that is collectively managed by NGOs. Where access and decision making is currently accessible by Start Network members with operational presence in Bangladesh, the fund will open up the decision making (as per September 2017) and funding access (by December 2018) to local and national NGOs.

In order to establish a baseline on the state of localisation in the Start Fund and humanitarian sector in Bangladesh more generally, the Start Fund Bangladesh commissioned an external review. This review was carried out alongside the global Start Fund localisation review.

On 19th of August, World Humanitarian Day, the Start Fund Bangladesh is proud to present this report to civil society in Bangladesh. The launch of the report will happen at a consultation event for local and national NGOs, which is organised by Bangladeshi NGOs for WHS and COAST.

The Start Fund Bangladesh is very supportive of this initiative, as it will enable local, national and international NGOs to start a dialogue on the improvements needed to create a sustainable and equitable humanitarian system in Bangladesh. To that end, the Start Fund Bangladesh hopes that the release of this report can support the discussion with baseline information and various case studies. Over the next three years, the Start Fund Bangladesh will work towards delivering on the recommendations in the report.
