This document includes a summary of key anticipatory action policy asks developed by Start Network. This can be used by the Start Network team, Start Network members and partners. Messages will be updated regularly as new evidence emerges from our programmes.

 

  • We believe that by providing funding fast, early, in a collaborative way –and by providing it based on need and not on media headlines or political will -we can help responders and communities to become better prepared to act in a crisis.
  • The Start Fund’s anticipation work enables NGOs to prepare when they see a crisis coming and respond early to mitigate the predicted impacts. The Start Fund is the first NGO funding mechanism to be available for anticipatory interventions. This case study explores anticipation of harsh winter in Mongolia in 2019.
  • Disaster Risk financing aims to ensure predictable and early funding to reduce the impact of disasters before they hit. Our approach brings together the prediction of risks through scientific models, collaborative contingency planning and pre-positioned financing (including contingency funds, parametric insurance, or other tools). This article discusses an early response to food shortage in Senegal in 2020.
