The role of intermediaries in Start Fund responses

In 2022, an evaluation of the Start Fund explored ways the flagship programme could become more locally led. Two recommendations were made to Start Network, which required a deeper understanding of the role that members have as intermediaries and in complementary consortiums. This research piece was undertaken to explore one focal point: The role of international non-governmental organisations as intermediaries, calling on the network to increase support for local and national organisations so they can have access to funding and decision-making.
