Sector wide review of monitoring, evaluation, accountability and learning methodologies for forecast-based action

This document summarises approaches used to evaluate the impact of forecast-based action to date from across the humanitarian sector. It is a useful reference for anyone setting up impact assessments of forecast-based action.

This document provides a detailed analysis of how the impact of forecast-based action is being measured at the community level. It looks at three key questions:

  • What is being measured?
  • How is it being measured?
  • What has been learned so far?

It also collates evaluations of forecast-based interventions to date and the impact indicators which have been used. It also draws attention to key gaps and issues for improvement, for example around community participation.
