Start Financing Facility: Quantitative analysis of risk pooling

Start Network is working to provide more effective and efficient financing models for humanitarian aid. Specifically, to enable a predictable continuum of funding for when risks of different scale and severity start to materialise. This report, commissioned from the UK Government Actuary Department, provides technical advice around the funding of the Start Financing Facility (SFF). In particular, by providing a theoretical illustration of the financial implications of pooling a number of risks into a central risk pool. The paper investigates how the number, frequency and size of the risks will affect the demands on the central risk pool, and highlights options for the financial management of the pool.

Accountability, Feedback & Complaints Mechanisms in Humanitarian Responses to Migration

This guidance, developed by humanitarian consultant Clea Kahn, aims to give humanitarian actors a guidance for developing their accountability mechanisms in the context of mixed migration, with a focus on complaints and feedback mechanisms. Excellent guidance already exists on how to implement feedback and complaint mechanisms in humanitarian contexts, and this is not intended to replace or duplicate those. It should be read as a supplement, to provide additional reflection for humanitarian actors working in migration contexts.

WHAT DOES GECARR PRODUCE? The output is a short document analysing the country context and needs, key actors, sources of cohesion and division (connectors and dividers) and likely future scenarios. It includes internal and external recommendations that inform organisational strategies, operational and security plans, programme designs and external messaging.
