Start Fund Localisation Pilot (English)

Start Network has developed a tiered due diligence framework to enable the network to bring in more local organisations as members, while still meeting donor compliance and ensuring trust across the network. In March 2020, a pilot was established to evaluate the impact of directly funding members that had met a particular tier in the tiered due diligence framework. Through the pilot these members were given access to up to £30,000 via the Start Fund.

MAAP - A path forward for accountability

The decisions and actions of humanitarian actors have a profound effect on people affected by crisis. But how are they able to hold humanitarian agencies to account for their actions? Affected people need an effective voice in the decision-making process in order to ensure accountable, contextualised and need-based responses. In this learning paper, we explore the opportunities and challenges of a Mechanism for Accountability to Affected Populations that was trialled by Start Fund Bangladesh in 2020.

Risk Brief April 2021

The monthly risk briefing reports on new, emerging or deteriorating situations; therefore, ongoing events that are considered to be unchanged are not featured and risks that are beyond the scope and scale of the Start Fund are also not featured. It is collated by the Start Network Anticipation and Risk Financing team using information from academia and research institutes, government departments, ACAPS, global risk indexes, risk information provided by Start Members and their partners, and the media. Key risks are shared and collated each month with FOREWARN input.

Humanitarian actors play an important role in disaster response in Bangladesh. As such, their decisions and actions can have a profound effect on the daily lives of disaster affected people. However, the accountability framework being used by different humanitarian agencies are different and to some extent inadequate to hold humanitarian agencies accountable to the affected people in rapid response. Affected people lack an effective voice in the decision-making process of the humanitarian agencies. Hence, new tools and mechanisms are needed at the local and national level to make the humanitarian actors more accountable to affected people and communities.

Three benefits of due diligence from the perspective of new members

We wanted to understand the value that Start Network membership has brought to new members, including the value of our due diligence process. Based on interviews conducted between November and December 2020, here are the three main ways that due diligence has benefitted our new members from their perspectives.
